      針對(duì)2014年10月工信部發(fā)布的《汽車動(dòng)力蓄電池行業(yè)規(guī)范前提》征求意見稿,明確動(dòng)力電池要做不含鉛的電池。一些業(yè)內(nèi)人士表示,鉛電池已成為夕陽工業(yè),將來會(huì)退出動(dòng)力電池市場(chǎng)。但是鉛蓄電池產(chǎn)品歷史悠久,技術(shù)成熟,在功率特性、高低溫機(jī)能、組合一致性、回收再利用和價(jià)格等方面具有上風(fēng),已成為推動(dòng)國(guó)民經(jīng)濟(jì)和社會(huì)可持續(xù)發(fā)展必不可少的基礎(chǔ)性工業(yè)。同時(shí),鉛蓄電池也是化學(xué)電池中市場(chǎng)份額最大、使用范圍最廣的電池產(chǎn)品,在內(nèi)燃機(jī)起動(dòng)、大規(guī)模儲(chǔ)能等應(yīng)用領(lǐng)域尚無成熟替換產(chǎn)品。所以,在短期內(nèi),鉛蓄電池尚不能被其他電池產(chǎn)品所取代。完全讓鉛電池退出動(dòng)力電池市場(chǎng),仍值得商榷。
     
      近日,財(cái)政部、國(guó)家稅務(wù)總局聯(lián)合下發(fā)對(duì)電池征收消費(fèi)稅的通知,自2016年1月1日起,將按4%稅率正式對(duì)鉛電池征收消費(fèi)稅。針對(duì)鉛電池領(lǐng)域開征消費(fèi)稅,但是海內(nèi)大部門正規(guī)產(chǎn)業(yè)鉛酸蓄電池出產(chǎn)商主要主要從事出口商業(yè),對(duì)出口部門的業(yè)務(wù)不會(huì)有影響。對(duì)海內(nèi)的部門業(yè)務(wù)會(huì)有一定的影響,但影響不大。征收的消費(fèi)稅增加了企業(yè)的本錢,終極將由電池的消費(fèi)者買單。
